I am translating a Qualifications Certificate and I am not sure how I should translate "El rector de la Escuela Latinoamericana de Medicina, en uso de la facultades que le están conferidas y a propuesta del Decano de la Facultad(...)"

Would I translate it like "(...) pursuant to the powers vested in him and at the proposal of the Dean of the Faculty", or do you think that I should reconsider the translation? Do you have any suggestions?

It can also be translated as "By the authority vested in him, and at the proposal of...", BUT

"Proposal" is the act of putting forward or stating something for consideration while "recommendation" is the act of endorsing somebody as fit, worthy, or competent. Therefore, I prefer the second choice...

Many Americans translators translate "propuesta" as "recommendation".
