Hello, firstly many thanks in advance for your advice or help on this one.

I'm translating the title of some ministerial guidelines, which is:

平成１２年１１月２４日付け１２農産第８１４７号農林水産省農産園芸局長通知

Parsing everything out into good English word order I've got the following:

Ministry of Agriculture, Forestry and Fisheries Notice from the Head of the Department of Agricultural Products and Gardening 12th Agricultural Product Series No. 8147 of 24 November 2000.

Does this work? I'm a bit thrown off by the １２農産第 - in other countries with state gazettes you normally see 'series' used so I've opted to insert that there but want to make sure I'm on the right track.

Looking at the list of documents at the beginning of https://www.acis.famic.go.jp/shinsei/8147/8147.pdf, it becomes clear that the 2-digit number that comes two characters before "第" (No.) is always identical to, or one less than, the year of the document in question as expressed using the Heisei era.

So the 4 characters "１２農産" would be an intra-ministerial abbreviation for "Heisei 12" + "農産園芸局".

The "農産園芸局" no longer exists (see https://www.maff.go.jp/e/about/organ/attach/pdf/index-19.pdf... but, as Andreas has indicated, its official title in English was "Agricultural Production Bureau", abbreviated "APB" (see http://www.jppn.ne.jp/jpp/data/ryakugoshu0307.htm).

In short, "１２農産" is an in-house code, which might be expressed as "12 APB" (leaving the meaning of the "12" unclear) or as "H12 APB" (since the Japanese government itself now uses "H" as an abbreviation for "Heisei", and "R" as an abbreviation for the current "Reiwa" era.) And the "第" at the end, in combination with "号" after the number "８１４７", just means "No.".
