En una licencia de funcionamiento, debajo de la licencia aparecen como avisos de beneficios del portal del gobierno. Esta parte dice:

"Registra y protege tu vehúculo, acércate al módulo por tu calca, el trámite es gratuito y obligatorio"

So, I don't think I was far off in perhaps suggesting the term "decal", but "sticker" as Toni suggested may be another suitable option.
