I translate Ge->En. Given a choice, I charge per word of target text, unless the client specifies source text, in which case I increase the price a little.

We typically give an estimate based on source text, utilizing a standard expansion rate to estimate the number of target words there will be after translation. Then we base our bill on number of target words. Since expansion rate is never consistent, this is imperfect, but it is a good way to come up with an estimate.
