Source text - Vietnamese Thế giới đang đứng trước một cuộc « khủng hoảng với những tác động tai hại hơn mọi dự báo », « đà phục hồi chậm hơn so với mong đợi » và dịch Covid-19 đẩy toàn cầu vào một môi trường « đầy bất trắc ».
Từ Tổ Chức Hợp Tác và Phát Triển Kinh Tế (OCDE) đến Quỹ Tiền Tệ Quốc Tế (IMF) hay Ngân Hàng Phát Triển Châu Á (ADB) đều rất bi quan về viễn cảnh tăng trưởng của thế giới cho giai đoạn 2020 và 2021.
Tại Việt Nam, thủ tướng Nguyễn Xuân Phúc khi khai mạc hội nghị ASEAN trực tuyến đã không mấy lạc quan khi tuyên bố đại dịch đã làm tiêu tan những thành tích tăng trưởng mà các nước trong vùng Đông Nam Á đã tích lũy được trong nhiều năm.
Virus corona tai hại hơn Lehman Brothers
« Covid-19 cuốn trôi 12.000 tỷ đô la của cải trên thế giới ». IMF trong báo cáo công bố hôm 24/06/2020 báo động virus corona tác động đến tất cả mọi khu vực địa lý trên toàn cầu. GDP của thế giới thấp hơn đến 4,9 % so với hồi năm 2019. Để so sánh, vẫn Quỹ Tiền Tệ Quốc Tế chỉ ra rằng, trong trận đại hồng thủy tài chính hồi năm tháng 9/2008 với vụ ngân hàng Mỹ Lehman Brothers vỡ nợ, chỉ có 0,1 % GDP toàn cầu tan biến.
Khác biệt quan trọng giữa vụ ngân hàng Mỹ phá sản và đại dịch Covid-19 lần này là tất cả các đầu máy kinh tế của thế giới hồi 2008/2009 đã không bị « hỏng » hay « đóng băng » cùng một lúc như dưới tác động của virus corona.
Nhìn vào những cột trụ kinh tế của thế giới, Trung Quốc là một ngoại lệ « may mắn » với dự báo tăng trưởng đang từ 6,9 năm ngoái rơi xuống còn 1 % dưới tác động của một loại siêu vi chủng mới xuất phát từ Vũ Hán. Trong khi đó, từ Mỹ đến châu Âu hay Nhật Bản, GDP không tăng mà lại giảm.
Tăng trưởng của Hoa Kỳ là âm 8 % trong năm nay. Tổng sảm phẩm nội địa tại 19 nước sử dụng đồng tiền chung châu Âu giảm hơn 10 %. Pháp bị nặng hơn so với mức trung bình của euro zone (-12,5 %).
Trước IMF hơn một chục ngày, báo cáo của Tổ Chức Hợp Tác và Phát Triển Kinh Tế, trụ sở tại Paris, đã đưa ra những kết luận tương tự : Pháp là một trong những quốc gia bị Covid-19 tấn công mạnh nhất về mặt kinh tế. Tổng sản phẩm nội địa của Pháp giảm 11,4 % trong năm nay, với điều kiện Paris tránh được « làn sóng thứ hai » của Covid-19.
6 % GDP của 37 nước thành viên OCDE có nguy cơ bị « bốc hơi » vì virus corona và tệ hơn nữa là nếu dịch tái phát, để rồi một phần các sinh hoạt lại bị « đóng cửa » như hồi mùa xuân vừa qua, thiệt hại ước tính sẽ lên tới 7,6 %.
Trả lời trên kênh truyền hình France 24 kinh tế trưởng tại OCDE Laurence Boonegiải thích, các dự báo đều bi quan bởi thế giới đang đứng trước nhiều ẩn số : đầu tiên hết là ẩn số chung quanh siêu vi SARS-CoV-2. Chính vì vậy mà Tổ Chức Hợp Tác và Phát Triển Kinh Tế đã phác họa ra hai kịch bản khác nhau :
"Có hai điểm nổi bật : thứ nhất là khủng hoảng chúng ta đang trải qua lớn gấp đôi so với biến cố hồi 2008-2009 và thứ nhì, đây là lần đầu tiên toàn cầu bị tấn công cùng lúc, không một khu vực nào được yên ổn. Chúng ta đang đứng trước nhiều bất trắc, cho nên tổ chức OCDE lập ra hai kịch bản để tìm cách đối phó hiệu quả nhất".
Vắc-xin, điều kiện tiên quyết để phục hồi kinh tế như xưa ?
Trong 60 năm hoạt động, OCDE lần đầu tiên ghi nhận trong thời bình mà nhân loại lại bị « nghèo đi » và Covid-19 gây trở ngại cho tiến trình « hội nhập kinh tế của thế giới », kèm theo đó là những tác động tai hại về mặt xã hội. Mức đo lường đầu tiên là nạn thất nghiệp. Khủng hoảng về y tế lần này đẩy tỷ lệ thất nghiệp ở Mỹ lên đến 10 % trong vòng vài tuần lễ. Với tại Anh Quốc hay Pháp, OCDE dự phóng sẽ có đến 15 % dân số trong tuổi lao động bị gạt ra ngoài. Tại Tây Ban Nha, 1 người trong tuổi lao động trên 5 không có việc làm.
Laurence Boone, nhà kinh tế trưởng của tổ chức OCDE cho biết tiếp :
"Điều khiến chúng tôi lo ngại hơn cả, là các biện pháp phong tỏa đã được dỡ bỏ, kinh tế được mở cửa trở lại, nhưng chúng ta vẫn chưa có vác-xin, chưa có thuốc trị virus corona. Điều đó có nghĩa là nhiều lĩnh vực kinh tế chưa hoặc không thể nào hoạt động bình thường trở lại như trước mùa dịch. Tôi muốn nói đến ngành du lịch và tất cả những dịch vụ liên quan, như nhà hàng, khách sạn, các bảo tàng, các địa điểm giải trí, các chương trình lễ hội, các sự kiện thể thao ...
Tác động kèm theo là sẽ có nhiều hãng bị phá sản, nhiều người bị thất nghiệp. Đây chính là những lĩnh vực cần được chính phủ hỗ trợ. Sự giúp đỡ đó phải đi theo hai hướng : một là giúp các công ty bị nạn tái cơ cấu lại và có thể là chuyển hướng hoạt động ; và hai là tạo điều kiện cho người thất nghiệp dễ hội nhập trở lại vào thị trường lao động. Tuy nhiêu cả hai hướng đi này đều đòi hỏi thời gian và chắc chắn là giai đoạn chuyển tiếp đó sẽ rất đau đớn. Thời gian tới đây sẽ không đơn giản chút nào.
Tan biến những nỗ lực của ASEAN
Nhìn sang châu Á, theo báo cáo của Quỹ Tiền Tệ Quốc Tế, nhóm 5 nước ASEAN bao gồm Indonesia, Malaysia, Philippines, Singapore và Thái Lan vốn rất năng động sẽ trông thấy GDP bị giảm đi mất 2 %.
« Tăng trưởng bị suy yếu, đà phục hồi chậm chạp » là đánh giá của Ngân Hàng Phát Triển Châu Á (ADB) trong báo cáo được cập nhật hồi tháng 6/2020, GDP tại các quốc gia trong vùng châu Á Thái Bình Dương đang từ 5,4 % năm 2019 rơi xuống còn 0, 1% trong năm nay.Mới hai tháng trước đó, ADB còn tự tin cho rằng GDP của các nước trong vùng vẫn giữ được ở mức hơn 2 %.
ADB cũng lưu ý rằng, đối với các quốc gia mà ngành du lịch đem về một nguồn thu nhập lớn, các nền kinh tế càng tập trung vào các dịch vụ giải trí, nhà hàng ... tác động của Covid-19 càng « tai hại hơn ».
Câu hỏi cuối cùng là cần phải làm những gì để thoát ra khỏi bức tranh kinh tế ảm đạm đó ? Họp báo tại Manila hôm 20/05/2020, nhà kinh tế trưởng Ngân Hàng Phát Triển Châu Á Yasuyuki Sawada cho rằng « hơn bao giờ hết chính phủ cần can thiệp để hạn chế những tác động tiêu cực cả về mặt kinh tế lẫn xã hội ». Tuy nhiên, chính sách can thiệp đó phải đi theo các hướng nào ? Nhà kinh tế trưởng Tổ Chức Hợp Tác và Phát Triển OCDE, bà Laurence Boone phần nào vừa trả lời cho câu hỏi này đồng thời bà cho rằng virus corona đã để lại ít nhất là ba bài học quý giá :
“Đã có nhiều mối căng thẳng trong trao đổi mậu dịch trước khi dịch Covid-19 bùng nổ. Chúng ta đã thấy chính những rào cản thuế quan đã đặt ra nhiều vấn đề, thí dụ như thiếu hụt loại giấy để sản xuất khẩu trang y tế. Chuỗi sản xuất của thế giới đã thực sự trong thế bị động. Chúng ta bắt buộc phải tự hỏi cần làm những gì để giao thương và các chuỗi cung ứng hoạt động một cách hiệu quả hơn, công bằng hơn. Theo tôi, chúng ta có thể rút ra được ba bài học chính, đó là thứ nhất, cần đa dạng hóa các nguồn cung cấp nguyên và nhiên liệu, tránh đế một sản phẩm chỉ tùy thuộc vào một hay hai nhà cung ứng.
Bài học thứ hai là chúng ta đã ỷ lại và lơ là với việc tích lũy những kho hàng cần thiết và ở đây đặt ra vấn đề an ninh quốc gia. Bài học thứ ba là đối với một số lĩnh vực, chúng ta cần có những nhà máy và đơn vị sản xuất ngay tại chỗ, có nghĩa là ngay trên lãnh thổ quốc gia hoặc ở ngay trong khối Liên Hiệp Châu Âu.
Bất luận là Âu hay Á, việc cả thế giới đã lần lượt và ít nhiều phải tạm đóng cửa các sinh hoạt trong một thời gian đã để lại những vết hằn và những món nợ khổng lồ. Hoạt động trong một số lĩnh vực, như trong ngành hàng không, khó có thể trở lại như xưa, cho tới khi nào giới y khoa tìm ra được thuốc trị và vắc-xin ngừa virus corona.
Trước mắt, cả IMF lẫn OCDE đều không loại trừ kịch bản đen tối nhất đó là dịch Covid-19 tái phát.

From the Organization for Economic Co-operation and Development (OCDE) to International Monetary Fund (IMF) or Asian Development Bank (ADB) equally are pessimistic of the prospected growth of the current state of the world in 2020 and 2021.
In Vietnam, when the prime minister Nguyen Xuan Phuc opened ASEAN conference online not many were optimistic after declaring the pandemic devastated growth and achievements accumulated throughout the years in southeast Asia.
Corona virus more harmful than the Lehman Brothers
“Covid-19 washed away 12 trillion dollars off in the world.” IMF published in its report on 06/24/2020 alarming the corona virus impact would reach every sector globally. The GDP of the world is less than 4.9% compared to the previous year of 2019. In comparison, still the International Monetary Fund, or IMF said, in the financial cataclysm of 9/2008 with American bank Lehman Brothers defaulting, just 0.1% vanished GDP globally.

Vaccines, prerequisites for economic recovery as before?
In 60 years of activities, OCDE is the first time to recorded in peacetime mankind suffered “poverty” and Covid-19 has caused interference, “economic integration of the world,” accompanied by the harmful social impact. The first measurement is unemployment. This health crisis has pushed the unemployment ratio up to 10% in the past few weeks. In the UK or France, OCDE forecasts that up to 15% of the working age population will be excluded. In Spain, 1 out 5 of the working age has work.
Laurence Boone, chief economist of the OCDE organization continued:
One thing that worries us most of all is the blockade orders has been lifted, economy has opened back up, but we still do not have a vaccine or corona antiviral medication. That means that many economic markets have not and can not operate as they used before the pandemic. I want to mention tourism and all relating services, like restaurants, hotels, museums, entertainment venues, festival programs, sporting events...
The impact is that businesses will be bankrupt and many people unemployed. Here are many market sectors that need government support. That help must follow two paths: one is help companies in distress restructure and possible redirect operations; and two is to create conditions for unemployed people reintegrate back into the labor-market. However, both paths equally require time and certainty the transition period will be painful. Next time will not be simple at all.
ASEAN efforts are vanishing.
Looking at Asia, according to the report of the International Monetary Fund, or IMF, a group of 5 countries ASEAN includes Indonesia, Malaysia, Philippines, Singapore and Thailand with very dynamic capital will see the GDP reduce by 2%.
“The weakened growth, slow rehabilitate momentum,” is the assessment of the Asian Development Bank (ADB) in an updated report in 6/2020, GDP at countries in the Asia Pacific region currently is down 0.1% this year from 5.4% in 2019. The final question is what needs to be done to escape this gloomy economy picture? Press conference at Manila on 05/20/2020, Asian Development Bank chief economist, Yasuyuki Sawada said that, “more than ever the government needs to interfere in order to limit the negative impact economically and socially. However, that intervention policy must follow what direction? Chief economist of OCDE Organization for Cooperation and Development, Laurene Boone has partly answered this question and she thinks that the corona virus has left valuable lessons behind.
There has been much tension in the trade extension before Covid-19 exploded. We have seen the tariff barriers raise many issues, for example, there is a shortage of paper to produce medical masks. Manufacturing chains of the world was really in a passive position. We are forced to ask wonder what to do about the trade and supply chains to work more efficiency and fairly. In my opinion, we can draw three main lessons, that is firstly, to have variety in the supply of raw materials and fuels to avoid products that rely only on one or two suppliers.
The second lesson is we depend and neglect the accumulation of warehouse necessities and here raises a national security issue. The third lesson is with the number of markets, we need to have many factories and production units on the spot, meaning on the national territory or within the EU.
Regardless of whether Europe or Asia, the world as a whole, in turn, more or less must temporarily shut down activities for a period of time, leaving imprints and huge debts. Operating in a number of fields, such as in the aviation industry, it is difficult to return to the way it was until the medical community has found a cure and a vaccine against corona virus.
In the immediate future, neither the IMF nor the OCDE has excluded the darkest scenario, the recurrence of Covid-19
