Yes, the client needed the translation by this morning so I took my best guess on this and sent it off, adding my questions about this sentence. He promised to clarify the point himself and adjust the translation but apparently has not yet done so. I was not personally enlightened as to the precise meaning and every time I read the sentence it confuses me more.

However, the link they provide respecting fines paid by European banks to U.S. regulators has nothing to do with sanctions against Russia, but rather with Deutsche Bank's and others' role in the U.S. 2008 subprime mortgage lending crisis. I can find no evidence (from a quick search) that European agencies are imposing any fines on American banks. What the present article means by saying they are "monitoring U.S. banks in Europe more carefully" is unclear to me. Monitoring with what results? Seemingly none.
