Catalan to English Other
Help! The sentence reads:

El parc potencial d'habitatges disponibles existents, entre desocupats i de segona residència, més els que poden construir-se en el sòl actualment qualificat d'urbà o d'urbanitzable, basta per a satisfer la demanda a trenta anys vista.

"land currently qualified either as urban area or...

available for urban development"
Bon día. You might want to consider this for "urbanizable". "Urban development" is quite utilized in this context (thousands of links it seems; didn't check them all!). There go three links but you might want to 'google' your way under "urban development qualified land (or area) to make up your mind.
Good luck :)

land zoned as urban or urbanizable

"Urbanizable" may not be the most common way to express this (it gives 386 Google hits set to English pages only), but it works well coming so soon after "urban". If translating into Br. Eng. it should be -sable, of course.

that may be built on/ that may be urbanised

A newish Pla Territorial qualifies land as urbanitzable when it can be built on. It's quite complicated and there is a lot of controversy about it as it means that almost any land that doesn't have a slope of (I can't remember how much) can be built on or urbanised. Lots of local plans are being drawn up to try and save unbuilt land from being urbanised. Hope this helps...
