freedom is the power to do what is right [under the law]

Liceity is a different concept from merely allowance, which is important to note here because a simple lack of allowance would seem to run counter of the liberty mentioned in the beginning, which would distort the sense of 'positive' liberty as mentioned here.

Actually, it doesn't contain the 'any'. It's more of a 'that which' thing. Which means the same, but I wouldn't like to put too much stress on it.
