This is a message porté, or hand‐delivered message, from the Chief of Staff of Joint Services, from the Chief of Staff himself.

It is a document from the Presidency of the Central African Republic. It is a hand‐delivered message, which means that each of the addressees received a copy of the message directly.

A search for "MESSAGE PORTE" + "Cameroun" returns quite a few hits in which "Message Porte" Seems to be the heading of a public notice or of a less public request (see, for example, https://hebdomadairelelite.skyrock.com/17.html ). I suggest that "Notice" may be the meaning in this case. In your specific case, "notification" may suit the context.

Marco: Yes, the font is the same. Maybe it does mean that the message refers to (whatever, i.e., the entire email like you said); the use of the hyphen is what puzzles me. Although maybe in African documents of this kind, that's typical.

Is the font of "MESSAGE-PORTE" the same as that of "TEXTE". In other words, does "MESSAGE-PORTE" refer to the sender and recipients details or to the entire email?

Je ne crois pas qu'il s'agit de "message porte/portant sur quelque chose", bien que j'ai considere cette option moi-meme. Le mot est ecrit exactement comme je l'ai rendu: MESSAGE-PORTE (en majescules).
