minor fraud
Contravention - Infraction dont l'auteur est punissable de peines contraventionnelles
Délit - peine dont l'auteur est punissable de peines correctionnelles (prison, amende [montant minimal de 25,000 francs], jour-amende, travail d'intérêt général …)
I don't know how we distinguish between amende (>25,000F; 5 times more for les personnes morales) and contravention, the maximum amount of which is (or was at the time my dict. was published] 20,000F (and, again, 5 times more for les personnes morales).
Possibly 'civil fraud' vs 'criminal fraud', as defined here:
https://www.brownbradshaw.com/posts/types-of-fraud-civil-vs-...
Then there's ’serious fraud' which might fit into the picture somehow.
Making matters worse, amende and contravention are in theory not both fines: a contravention is the misdoing, an amende is the punishment for the misdoing:
"Contravention et amende ne sont donc pas synonymes, même si la première entraîne la seconde.
La contravention est l’infraction, c’est-à-dire l’acte que vous avez commis et qui contrevient aux lois et règles en vigueur.
L’amende est la sanction de l’infraction, c’est-à-dire la « punition » en quelque sorte."
https://www.justifit.fr/b/guides/droit-routier/contravention...
So while everyone says J'ai eu une contravention, what they should say is J'ai fait une contravention.
Not being a legal expert I cannot guarantee that there is any real similarity between the French and 'English' practice in matters of fraud.
To play safe, maybe an 'explanatory translation' might work best: "fraud punishable by application of a fine of a lesser amount". Or 'minor fraud' (as opposed to 'major fraud'), about which you can read here: https://amstrachan.co.uk/fraud/

Maybe it's secret code for motorway toll fraud.

: Agree; something perhaps like uttering a false document, max. fine €30,000 and/or 2 years inside

: Slightly dubious for the reason given in my discussion post. Fraud is likely to be an uncommon crime to find when you monitor the "impact of the GDPR in a company"... but fiddling of expenses might well be brought to light.

They don't say it happens, just that the subject is addressed.

fake fines fraud (or scam)
It makes sence as they that they refer to AIPD (Analyse d'Impact à la Protection des Données)
"Lutte contre la fraude conventionnelle" would be: the fight against fake fines fraud (or you can phrase it better according to context)

: I think this is shorthand for fraude à la fausse contravention, like when you get an email telling you the gendarmes are on to your porn-viewing activity or have snapped you speeding and you have to cough up.

(AmE) misdemeanor fraud (BrE) low-level fraud
As some of us know, the late Lord Denning in the Court of Appeal suggested a third standard vs. burden of proof for fraud, and lying somewhere between civil on the balance (AmE: preponderance) of probability/ies and criminal beyond reasonable doubt. Though rejected in E&W by the higher courts, this proposition has never quite gone away, esp. in standard UK textbooks on the (baffling) law of evidence.
Otherwise, I agree with first Discussion Entry, notably fraud - unless with cast-iron and copper-bottomed 'metal-like' proof - ought not to be pleaded by Counsel in E&W
I do verily and sincerely suggest taking a look at the offenc/se at the civil-trial judgment or criminal-trial sentencing stage: in 1968, misdemano*u*rs changed to non-serious, later non-arrestable and 'Gangsta Rap' felonies to serious, arrestable offences.
Methinks the Americans and/or Canadiana are ahead of the Brits in the fraud game, but low(-)level fraud is a concept used in Blighty: nifa.co.uk/blog/low-level-fraud-increasing/ though an analysis wll be needed to distinguish from 'invasion of privacy' and 'breach of confidence' inlcuding revenge porn.:
Quotes: 'Breach of confidence in English law is an equitable (?) doctrine that allows a person to claim a remedy when their confidence has been breached.*
'A lawsuit for breach of confidence is an action *originating in common law* about information between two or more people.' Discuss.
USA: Depending on the computer hacking charges, it may result in a felony or misdemeanor.
In California, for example, an individual who accesses an unprotected or poorly secured email account without actually deleting or altering data may be able to reduce the charges down to invasion of privacy for the purpose of avoiding a prison sentence.
