Since 番禁 follows suspension of electricity, maybe it means to the effect that the trains in the depot should not to be used for scheduled services.

I am pretty sure the first part means 車庫への(車両の)の出入り禁止. Prohibition of entering/leaving depot.

入出庫 could mean storage/retrieval, or pickup/drop off, or entering/leaving depot. So in terms of trains, maybe "entering/leaving the depot prohibited" for the first part. 番禁 I am less certain, but I believe this 番 is read as つがい not ばん - this may refer to the joining of trains/carriages or "coupling". Maybe someone with more knowledge of train jargon might be able to help fill in the gaps here.
