This is not on the same level as a department. See, e.g., the first reference link for the "Communication Unit" in Kommunal‑ og arbeidsdepartementet. See the second link for examples of "technical specialist unit".

"Kommunal‑ og arbeidsdepartementet" is an obsolete designation which I copied inadvertently from one of KRD's pages. Obviously it should be "Kommunal- og regionaldepartementet".
I would use "Strategic Planning and Development Unit" for your specific context, following the example from KRD.

I found something called Urban Development Corporation in the UK here http://www.englishpartnerships.co.uk/udcs.htm
"Urban Development Corporations (UDCs) are non-departmental public bodies which were established under the Local Government, Planning and Land Act 1980. They are limited life bodies tasked with a broad remit to secure the regeneration of their designated areas."
I'm not sure I would choose it, this is just to give you a relevant parallel. Other suggestions would be "office" or "division".
