Вариантов масса, все зависит от того, что представляет из себя этот пирог. У тарта для основания тоже песочное тесто используется.

Berry pie with shortbread crust

These reasons are for AE.

It's usual to name a pie or tart by its type of filling, not its type of crust. Hence "berry pie/tart" not "shortbread pie/tart".

A tart is a type of pie without a top crust. All (large) tarts are pies, but not all pies are tarts.

Pies and tarts may have all sorts of crusts: shortbread, graham cracker, pate brisee, etc., so it's appropriate to specify "shortbread" in the menu listing.

If you look at what may be called пирог in Russian, including "с ягодами", these may be either open-faced (pie or tart) or with a top (pie). Take a look: https://yandex.ru/images/search?text=Песочный пирог с ягодам... Therefore I think it's better, lacking a photo of the menu item, to use the broader term - "pie".

Shortcake is another kettle of... something. Pieces of shortbread, layered with fruit and, usually, layered or topped with whipped cream.

neutral Michael Korovkin : A couple of days ago I ate a shortcake (it was песочный troughout,not just the crumble crust),and the berries were not a layer but imbedded throughout the body of the cake–like in a biiiig muffin except the pastry was shortcake....I can't type properly!:(
