It's usual to name a pie or tart by its type of filling, not its type of crust. Hence "berry pie/tart" not "shortbread pie/tart".
A tart is a type of pie without a top crust. All (large) tarts are pies, but not all pies are tarts.
Pies and tarts may have all sorts of crusts: shortbread, graham cracker, pate brisee, etc., so it's appropriate to specify "shortbread" in the menu listing.
If you look at what may be called пирог in Russian, including "с ягодами", these may be either open-faced (pie or tart) or with a top (pie). : A couple of days ago I ate a shortcake (it was песочный troughout,not just the crumble crust),and the berries were not a layer but imbedded throughout the body of the cake–like in a biiiig muffin except the pastry was shortcake....I can't type properly!:(

Kind of like this? - http://pattysfood.com/wp-content/uploads/2012/06/DSC009054.j... ... I'd call that "strawberry shortbread", though some might call those versions "cake", too, though the layered version is the classic "shortcake".
