My question is really the meaning of the whole title of this regulation, passed in 1995 in Moscow:
"О закреплении в собственность земельново участков , предоставленных под индивидуальное строительство военнослужащим..."
While of course I want to know what it means, the most helpful answer would give me some clues as to where to find this kind of thing myself in the future.
