Chrome plating is a electro-chemical metal deposit process where Nickel, Copper, and Chromium is deposited onto a surface (bumpers, grills, etc.) and built up in layers ... hence the word "Plating." Think of plating as when someone puts icing on a cake. Its on the outside of the material.
Anodizing is a totally different process ... anodizing does NOT deposit any material onto the workpiece. It is a chemical process of actually opening up the pores of the metal and then letting the different chemicals "seep" into them - hence the different colors that are available. Done on aluminum almost exclusively ...

Chromium anodizing means the electrolytic process by which an oxide
layer is produced on the surface of a base metal for functional purposes
(e.g., corrosion resistance or electrical insulation) using a chromic
acid solution. In chromium anodizing, the part to be anodized acts as
the anode in the electrical circuit, and the chromic acid solution, with
a concentration typically ranging from 50 to 100 grams per liter (g/L),
serves as the electrolyte.
