Si, definitivamente el contexto se refiere al aeroparque Jorge Newbery, y por lo que yo entiendo y la información que he encontrado solo sirve vuelos nacionales y regionales (o sea, domésticos). Tanto si la mejor traducción de aeroparque es domestic airport o no, según el contexto, en este caso, y tratándose del Jorge Newbery, para mí es sin duda un "domestic airport""

: Dices que el aeroparque es normalmente reservada para vuelos no comerciales, pero a ese aeropuerto llegan vuelos comerciales, luego o la definición que buscaste está errada o el aeropuerto Newbery está mal denominado de acuerdo con tu sustentación. Saludo

Domestic Aiport:
A domestic airport is an airport which handles only domestic flights or flights within the same country. Domestic airports don't have customs and immigration facilities and are therefore incapable of handling flights to or from a foreign airport.
These airports normally have short runways which are sufficient to handle short/medium haul aircraft and regional air traffic. They have in many countries not had any security check / metal detector, but such checks have been added in recent years.

Sólo habría que mirar a cuál de estas definiciones se acomoda el aeropuerto Jorge Newbery, que me imagino que es el aeropuerto de que hablan en Buenos Aires
