Spanish to English Law/Patents Law (general)

I know actualizar usually means to update, or something similar. But in the following context, that meaning makes no sense. I looked at other entries, and the one by Henry Hinds with the idea "to be present" comes the closest, but I'm looking for a really clear way to say this in my context. This is from a Mexican ruling on unfair competition practices.
...cualquier persona que presente una denuncia por la comisión de prácticas monopólicas relativas deberá incluir: elementos que actualicen la práctica denunciada.
and:
El anterior argumento es infundado, pues los hechos con los que X pretende demostrar la actualización de la conducta prevista en al artículo ...
