As Robert Carter said, no one is obligated to answer my queries so I don't see the reason to complain. I actually do quite a bit of research or "homework" , but I'm also working on a tight deadline. My specialty is medical documents (I am a medical interpreter), however occasionally some agencies I work for will ask me to handle other types of jobs and I want to expand the scope of my work so I accept them. Cheers.

We only need "waste" whatever amount of time we want to. This is a forum for asking questions, not for chastising or berating other translators, as far as I know.
Everyone has their reasons for posting, so conjecture as to people's motives and qualifications is, in my view, uncharitable to put it mildly.

Do your homework I've noticed at least half a dozen queries by you. You have an incomplete Proz profile with no identifiable details to qualify as a colleague. You're coming across as some bilingual who's struggling with a legal document he/she's not qualified to translate. Get the proper training, do your homework, don't waste our time.

The Board is responsible for deciding which candidates have the qualities necessary to become lawyers/notaries. In more general terms, you could say "Examining Board of Candidates to Exercise Law".
