I'm adding this as a second option. The shade of difference between "administration" and "management" is at best slight but I believe relevant here. Administration does have that secondary meaning of "dispensing, applying, and tendering" (American Heritage Dictionary) that would seem to make it more apt regarding the handling of scholarships. Management has more to do with "supervising and controlling" (same source) rather than actual issuing.

After looking a bit more carefully at the context, I'm sure holmsie is right on the "grants" vs. "scholarships" issue. "Grants" as a rule are for the further development of skills already held whereas "scholarships" generally are for obtaining them.
