The objective of this Section is twofold: firstly to clarify the next steps required to finalise the feasibility study according to Vietnamese regulation and secondly to provide preliminary recommendations for the implementation of the wastewater system in the NSEZ. In a perspective of ODA financing for the first phase of investments, and in consistence with the most probable institutional scenario as defined in Section 4, the implementation is defined as the stage following project preparation, loan approval by the donor, and starting with detailed design and construction works. Insofar as ADB support is considered possible for WWS project in NSEZ, the ADB project cycle is here considered as the reference.
This Section also provides an overview of the role of technical assistance and a preliminary timeline given national and international procedures. Draft monitoring and evaluation indicators are presented. It also concludes with an overview of key issues to be further explored during stage 2 of the feasibility study (Environmental Impact Assessment and controversial aspects).

Giai đoạn này bắt đầu bằng công tác thiết kế chi tiết và các phần công việc liên quan tới xây dựng. Trong phạm vi này, do vẫn có thể có khả năng ngân hàng ADB sẽ hỗ trợ cho dự án hệ thống nước thải tại KKTNS, tài liệu về chu kỳ của một dự án ADB cũng được trình bày ở đây làm tài liệu tham chiếu.
Phần nội dung này cũng mang tới một cái nhìn tổng quan về vai trò hỗ trợ kỹ thuật và một bảng thời gian dự kiến sơ bộ cho các thủ tục trong nước và quốc tế. Dự thảo về các chỉ số giám sát và đánh giá cũng được trình bày trong phần này. Last are the enterprises placed under the responsibility of Provincial People’s Committees, sub-provincial governments (usually districts) or private companies, as summarised in the table below. They usually deal with infrastructure construction or operation such as water supply, irrigation, solid waste management or drainage. Most of the companies are now in the process of strengthening their economic autonomy vis-à-vis provincial or district administration: from the status of State Owned Enterprise, most of them have been transformed into One Member Limited Company and several have completed or entered the process of equitisation by becoming Joint Stock Companies, as done in HCMC (SAWACO). Another process is the trend of several provincial companies to diversify their business lines or to associate several activities, mixing profitable and non profitable ones, in a logic of financing the ones by the other ones (for instance construction activities and wastewater activities). Importantly, and as this is apparently the case in Thanh Hoa province, the provincial water companies are often reluctant to develop WW services, since they are already under several pressures: extension of the service areas to rural areas, increase profitability to achieve equitisation process, improving the quality of service.
Fully private companies remain rare, but the process of greater participation of private operator in infrastructure management services is on the tracks in various provinces. This is for instance the case in the water supply sector (for industries) in NSEZ with Binh Minh private company, as detailed hereafter. However, in many cases, the question of the economic sustainability of these companies remains a major concern, in particular due to the administrative way of setting tariffs of concerned services.
The following table provides a typology of the main types of local public companies potentially involved in wastewater treatment or drainage activities in Vietnam. As indicated in the table, the situation varies according to the provinces. In general, small industrial and export processing zones are sometimes part of the service areas of these companies according to agreements arranged with the concerned management boards.

Tuy rằng các doanh nghiệp thuần túy tư nhân vẫn rất hiếm hoi, quy trình tham gia ngày càng tích cực hơn của các nhà khai thác tư nhân trong các dịch vụ phát triển cơ sở hạ tầng hiện đang rất phổ biến ở nhiều tỉnh. Ví dụ như đối với ngành cấp nước (cho các ngành công nghiệp) ở KKTNS cùng công ty tư nhân Bình Minh, như được mô tả chi tiết dưới đây. Tuy nhiên, đối với nhiều trường hợp, mối quan ngại về tính bền vững kinh tế của những công ty này vẫn rất lớn, lí do chính là bới cách thức quản lý việc thiết lập hàng rào thuế quan đối với các dịch vụ liên quan.
Bảng sau đây đưa ra cách thức phân loại các loại hình công ty cổ phần đại chúng có tiềm năng tham gia vào công tác xử lý nước thải hoặc thoát nước tại Việt nam. Theo dữ liệu được thể hiện trong bảng, hiện trạng này không giống nhau giữa các tính. Nhìn chung, các khu công nghiệp hoặc chế biến hàng xuất khẩu nhỏ đôi khi lại là một phần của các lĩnh vực dịch vụ của các công ty này tùy thuộc vào thỏa thuận với các ban quản lý.
