This section provides simplified guidelines on how to develop a risk management system for ground-mounted solar PV projects. Although the Handbook focuses on technical and operational risks, this guidance can also be used to set up a more comprehensive risk management system that also includes other risk categories, relevant to solar PV project development.
Identifying risks and setting up a risk management tool that enables a continuous monitoring and mitigation of risks is a crucial step. Although, ideally, it should be completed at the very early stages of project development, projects that have not done so should still complete this exercise, even if already operational. This allows project developers and managers to proactively foresee potential drawback to project implementation and to react in time to reduce the probability of risks occurring or the degree of their impact if they do occur.
It is important to note, that the different stakeholders participating in a project (e.g., the owner, the EPC contractor, the bank extending a loan, etc.) will develop their own risk management system, as they are affected by different risks, or the same risks may have different impacts for them.

Mặc dù Sổ tay này tập trung vào rủi ro kỹ thuật và vận hành nhưng người đọc có thể sử dụng hướng dẫn này để thiết lập một hệ thống quản lý rủi ro toàn diện hơn bao gồm các loại rủi ro khác, liên quan đến quá trình phát triển dự án điện mặt trời.
Xác định rủi ro và thiết lập công cụ quản lý rủi ro để có thể theo dõi liên tục và giảm thiểu rủi ro là một bước quan trọng. Mặc dù, hoạt động này tốt nhất nên được hoàn thành ở giai đoạn đầu của quá trình phát triển dự án, nhưng các dự án chưa thực hiện việc này, kể cả những dự án đã đi vào hoạt động vẫn nên triển khai thực hiện. Như vậy, các đơn vị phát triển và quản lý dự án có thể chủ động biết trước những hạn chế tiềm ẩn đối với việc thực hiện dự án và phản ứng kịp thời để giảm xác suất xảy ra rủi ro hoặc giảm mức độ tác động nếu có xảy ra.
Điều quan trọng cần lưu ý là các bên liên quan tham gia vào dự án (ví dụ: chủ đầu tư, nhà thầu của EPC, ngân hàng cấp khoản vay, v.v.) sẽ phát triển hệ thống quản lý rủi ro của riêng mình bởi các bên sẽ bị ảnh hưởng từ những rủi ro khác nhau hoặc từ những rủi ro giống nhau với tác động khác nhau.
