Теория «народности» оказалась востребована потому, что ко времени оформления ее XXX-ым в ряде ***программных записок***, поиски идеологического комплекса «русскости», формулы национального развития занимали уже не одно поколение русской интеллигенции.
XXX was an influential education minister in the mid-19th century in Russia who helped devise a "theory of nationality". I'm really not sure how to translate программная записка and there are disappointingly few Google references... помогите, пожалуйста!

pamphlets ?
These were memos that laid out someone's political program/agenda/ideology. If they were published, I would call them pamphlets. If not... well, not sure :)

strategic notes - notes on strategy - brief notes whch help later on to read and thing again in detail to produce a comprehencive programme ...
