No, not Gaza That would make much more sense to me, but no, it is not Gaza. It is another country that is not presently involved in any conflicts...

This makes perfect sense. I misread the phrase! And polyglot--in the context of the document, I believe that the training was, in fact, held. Thank you both for helping me to clear up the confusion!

neutral polyglot45 : absolutely - the "e" on the end of bouclée gives it away - it can only agree with"formation". My hesitation concerns the translation "completed" - it may just mean that all the issues relating to training have been resolved...
