: I think you'll find this refers to vertical 'bays' rather than horizontal 'shelves' — note it says "at eye level"; which would clearly be impossible for ALL shelves!

Wrong! 1) 'drop' is jargon in many fields for 'a vertical section' 2) sign must be displayed at eye-level in each = BIG CLUE!
