Municipal Civil Registrar

Municipal offices are usually near town council offices, and they're connected with local government.

'When in doubt, translate literally', though the asker is in the US of A, so it would be civil to localize the answer accordingly.

UK often: Local Superintendent Registrar of Civil Marriages at the Register vs. Registry Office.
