However, I am unsure as to whether both situations (Spain and USA) are comparable in this respect.

Strictly speaking all properties are ultimately convertible, even if it means demolishing them. Like this one, which was supposed to be accessible, but isn't:

neutral Toni Castano : Apologies, phil, on second thoughts I believe "convertible" would not be easily understood by an English-speaking audience if applied to "accessibility levels". I fear a different terminology is required here.
