jarv's entry is better explained than mine, just to add. in quality control, this is also a point to check, sometimes 重针 is not allowed too often.

If your stitch is running out of thread in the process of sewing, after you reattach the thread and go back to where you left off. You are not supposed to resume where your left, but double back a little part of the previously left-off thread; otherwise, the open-end thread may easily come off. I think Ren's suggested translation is quite telling--"stitch must be repeated....

this means when you finish a line of stitch (with sewing machine), make sure at the end of the line you stitch back and forth a little, so the end of the thread won't come off.

maybe here is best translated as 'stitch must be repeated at the point of connection.....i am not sure if you are describing a piece of clothing, or shoes, or something else....it simply means repeat the stitch (so it is secure).
