As written it makes no sense, though the meaning appears clear. Might it be an error for "CU" (communauté urbaine) or sth like that?

Je pencherais plutôt pour BU = "business unit" !

PS: l'accord grammatical ne convient pas entre "bus urbains" (pluriel) et "une" (singulier).
