As I understand it, the text is saying that "the three germ layers... are those from which, under normal conditions, all the cells of the human organism originate". I might change my mind about the precise word, for stylistic reasons, but I think "originate" is what the verb means (I suppose essentially it means "develop", "grow" in this context).

\"Originate\" is one of the dictionary meanings of the word. I prefer \"develop\" in this context. For instance, Dorland\'s Medical Dictionary says the germ layers are the \"three primary layers of cells... from which the tissues and organs develop\".
