Can't find anything for 'לתיקות" anywhere. I wonder if it isn't a typo. The Administrative Procedures bit is in Moses dico. I'm guessing at the bit in parentheses. The year is either '58 (Sept tp Dec) or '59 (Jan to Sept). Sorry, I no longer have access to a law library...
