Not necessarily: sometimes power of attorney is given. In any event, this sort of term can appear in the body of a contract where "jointly and severally" typically wouldn't.

"all" is missing in the ST It seems to me that the document is worthless if not ALL the sellers (and/or ALL the buyers) sign it.
A lengthy way of saying "jointly and severally"
