Lots of Google hits for both.
I prefer development plan, which is the one I have seen most frequently - but that may be due to my having worked for at mortgage institution for five years.
Eurodicatuom seems to prefer "markanvändning" for land use.

The 'Development Plan' does not have to be a single Plan or Book. In Wrexham's case, the Development Plan consists of:
The Wrexham Maelor Local Plan
The Glyndwr Local Plan (for Chirk and the Ceiriog Valley)
The Clwyd Structure Plan, First Alteration
In addition, the following have been approved by the Council for use when the Development Plan gives insufficient guidance. These are:
The Clwyd Structure Plan, Second Alteration
The Interim Statement of Minerals Policies for Wrexham
Local Planning Guidance Notes (see full list below)
The Council is currently working to update all these Plans into one Document, the Unitary Development Plan, for the whole of Wrexham. This will set out planning policies and land allocations up to 2011.
The draft UDP was consulted upon in early 1999. The deposit edition of the Wrexham Unitary Development Plan will be available for public consultation between Friday June 23rd and August 4th 2000. The UDP sets out land use and development policies and proposals for the whole of the County Borough up to 2011.

I think the best thing to do is find out at which level the "dispositonsplan" is operative and then choose your translation based on the British Google example.
