Source text - English In accordance with the Santa Monica Minimum Wage Ordinance, Municipal Code Chapter 4.62, every employer shall pay to each employee (including temporary and part-time employees) who performs at least two hours of work in a particular work week within the geographic limits of the City of Santa Monica, wages of not less than $10.50 per hour, effective July 1, 2016.

Source text - Vietnamese Bộ Công Thương đã xây dựng và trình Chính phủ ban hành Nghị định số 163/2013/NĐ-CP quy định về xử phạt vi phạm hành chính trong lĩnh vực hóa chất, phân bón và vật liệu nổ công nghiệp; Nghị định số 115/2016/NĐ-CP sửa đổi, bổ sung một số điều của Nghị định số 163/2013/NĐ-CP, làm căn cứ pháp lý cho công tác thanh kiểm tra và xử lý vi phạm hành chính trong lĩnh vực hóa chất.
Với hệ thống văn bản quy phạm pháp luật, công tác quản lý hóa chất đã có sự vào cuộc của các cơ quan từ Trung ương đến địa phương. Đến hết năm 2015, Bộ Công Thương đã thẩm định và phê duyệt Kế hoạch phòng ngừa, ứng phó sự cố hóa chất của 132 dự án, cơ sở hoạt động hóa chất, cấp Giấy phép sản xuất, kinh doanh hóa chất hạn chế sản xuất, kinh doanh cho gần 100 doanh nghiệp. Bình quân, mỗi năm, Cục Hóa chất (Bộ Công Thương) cấp khoảng 50.000 giấy xác nhận khai báo hóa chất cho 5.000 doanh nghiệp nhập khẩu (trung bình mỗi năm 10 giấy xác nhận cho một doanh nghiệp). Sở Công Thương các tỉnh, thành phố đã rất tích cực trong công tác xác nhận Biện pháp phòng ngừa, ứng phó sự cố hóa chất, cấp Giấy chứng nhận đủ điều kiện sản xuất, kinh doanh cho các tổ chức, cá nhân trên địa bàn quản lý.
Translation - English The Ministry of Industry and Trade developed and submitted to the Government for promulgation Decree No. 163/2013/ND-CP on the handling of administrative violations regarding chemicals, fertilizers, and explosive industrial materials; and Decree No. 115/2016/ND-CP providing amendments and supplements to a number of articles of Decree No. 163/2013/ND-CP, to serve as the legal basis for the inspection and handling of administrative violations in the chemical sector.
With the existing system of legal documents, chemical management saw the involvement of agencies from the central to local levels. By the end of 2015, the Ministry of Industry and Trade appraised and approved plans on chemical incident prevention and response for 132 projects and establishments operating in the chemical sector, and granted certificates to produce and trade chemicals restricted in production and trade to nearly 100 enterprises. On average, each year, the Department of Chemicals (Ministry of Industry and Trade) grants approximately 50,000 certificates approving chemical declarations to 5,000 importing enterprises (an average of 10 certificates a year per enterprise). The Offices of Industry and Trade in provinces and municipalities are active in inspecting measures for chemical incident prevention and response, as well as granting certificates of compliance with production and trade regulations to organizations and individuals in managed localities.

I am an American translator and writer living in San Diego, CA and Ho Chi Minh City, Vietnam. Translating from Vietnamese and French into English and English into Vietnamese, I work with a number of major clients, including VTV International Television, Southeast Asia Bank and the Norwegian Red Cross, and have taught writing at San Diego State University. I hold editing certificates from the University of California, Berkeley and UCSD, and am a member of the American Translators Association.
