People affected by disaster or conflict have the right to receive protection and assistance and to ensure the basic conditions for life with dignity. Humanitarian standards are statements which describe the sets of actions needed so that crisis-affected people can enjoy this right.
What are Humanitarian Standards?
Humanitarian standards are developed by humanitarian practitioners with specific areas of expertise and are formulated based on evidence, experience, and learning. The standards are developed by consensus and reflect accumulated best practice at a global level. They are revised regularly to incorporate developments across the sector.
Humanitarian standards are a useful resource for practitioners to plan, implement, and evaluate humanitarian response. They provide a strong basis to advocate for the rights of crisis-affected communities. By applying them in preparedness and response operations, humanitarian agencies and practitioners make a commitment to quality and make themselves accountable to the populations they serve.
Humanitarian Standards Partnership (HSP)
The Humanitarian Standards Partnership is a collaboration between the world’s leading standards setting initiatives which aims to improve the quality and accountability of humanitarian action through the increased application of humanitarian standards.
The Partnership is designed to enhance the linkage between standards, eliminating the duplications, advocating collaboratively, and improving the accountability to the people affected by the emergencies.
Current initiatives in the HSP include:

What role does INEE play in the HSP?
The use of the INEE Minimum Standards as part of the HSP will help to ensure crucial linkages are made at the outset of an emergency - through multi-sectoral needs assessments, followed by joint planning, and a holistic response. Used together, INEE and other agencies under the HSP will improve the quality of assistance provided to people affected by crisis and enhance the accountability of disaster preparedness and response. For an effective education response, close collaboration between education and other sectors is essential - such as water supply and sanitation, food security and nutrition, shelter and settlements, health action, education, child protection, livestock management, economic recovery, and market analysis.

As normas são definidas consensualmente e refletem as melhores práticas a nível global. As normas são revistas frequentemente para garantir que continuam a ser relevantes.
Normas humanitárias são recursos úteis para que os praticantes planeiem, implementem e avaliem a resposta humanitária. As normas estabelecem uma base forte para defender os direitos das comunidades afetadas pela crise. Ao aplicá-las nas operações de prevenção e de resposta, as agências humanitárias e praticantes assumem um compromisso com a qualidade e ficam responsáveis pelas populações que servem.
Parceria com Normas Humanitárias
A Parceria para as Normas Humanitárias consiste numa colaboração entre as principais iniciativas globais de definição de normas, cujo objetivo é melhorar a qualidade e a responsabilidade da ação humanitária através do aumento da aplicação de normas humanitárias.
A Parceria foi projetada para aprimorar o vínculo entre as normas, eliminando as duplicações, defendendo colaborativamente e melhorando a responsabilidade perante as pessoas afetadas pelas situações de emergência.

Qual o papel da INEE na Parceria com Padrões Humanitários (HSP)?
O uso dos Requisitos Mínimos da INEE como parte da HSP vai ajudar a garantir são criados vínculos essenciais desde o início de uma emergência — através de avaliações de necessidades multissetoriais, seguidas de um planeamento conjunto e uma resposta holística. Utilizados juntos, o INEE e outras agências da HSP melhorarão a qualidade da assistência prestada às pessoas afetadas pela crise e aumentarão a responsabilidade pela preparação e resposta a desastres. Schools and universities should be safe havens where students and educators can work toward a better future. Instead, in
countries affected by armed conflict, insecurity, and weak systems of human rights protections or political pluralism,
education is often targeted for attack. Types of attacks include killing, disappearance, abduction, imprisonment, torture,
and maiming of students and educational personnel, as well as bombing, and burning of educational buildings and
destruction of educational materials. Attacks also include sexual violence at, or on the way to, school or university and
recruitment by parties to the conflict at school and on the way to school. In addition, schools and universities have been
used for military purposes, such as bases and barracks, weapons stores, and detention centers, by state armed forces and
armed non-state groups. Attacks on education occur at all levels of the education system, from pre-school to higher
education.
Attacks on education violate the right to education and other internationally protected human rights applicable at all times,
and can constitute war crimes. Military use of an educational institution can convert it from a civilian object to a military
object under international law and can place the school at risk of attack by opposing forces.
Attacks on students, educators, and education institutions can have devastating impacts on access to education and
education systems and on a society’s overall development in the long-term. Existing information suggests that attacks on
education disproportionately affect girls and women. The impact of military use of schools and universities can also be
severely damaging, as these institutions may be taken over completely by armed parties and closed for education, or
students may be forced to share their schools with armed soldiers. Military use of schools and universities also increase the
likelihood of other forms of attacks on education, including attacks on the educational institution by opposing forces, child
recruitment, or sexual violence.
The safety of all schools should be a priority to ensure the continuation of education in emergencies.
Key Messages
● Attacks on education are widespread and affect everyone - between 2013-2017,, in at least 70 countries, students
of all ages, teachers, academics, members of teachers unions, and education institutions were the target of
thousands of intentional attacks for political, military, ideological, sectarian, ethnic, or religious reasons.
● The vast majority of attacks involved either the bombing, shelling, or burning of schools or universities, and/or the
killing, injury, kidnapping, abduction, or arbitrary arrest of students, teachers, and academics.
● From 2014-2018, more than 14,000 attacks on education were reported in 34 countries, where there was a
systematic pattern ofattacks on education by state security forces and non-state armed groups.
● In at least 30 countries in the past five years, educational institutions were used for military purposes: this is the
majority of countries in which there were conflicts during this time period.
● Governments should investigate, prosecute, and punish individuals responsible for ordering, bearing command
responsibility for, or taking part in, the range of violations of international law that constitute attacks on education.
● All parties should refrain from using schools and universities for military purposes.
