Just be careful and check with the rest of the document: , should indeed be a decimal separator in FR (so basically 3,5 mds) but FR would also say 3,5 mds de dollars. With the USD before as it is in EN, the "," may as well be a thousands separator...

Still confused! Does the comma make a difference, i.e. is 3.540 billion the same as 3.530 billion? I'm sorry but I'm just not numerate when it comes to such high figures!

As soon as you have 4 figures you separate with a “,” comma. Thus $1,000 and $9,999 and $99,000 and $1,000,000 and of course $3,540,000

To separte the unit from the decimal you use a point thus $1,234.98 and $9,999.56 and $3,540,987.23 etc
