depending on the way the parking is billed, it might possible to refer to "abonnenter" as "members", "account holders" or "permit holders"...or something with "pass"

I'll enter the fray with this suggestion. These involve renting or letting car park space. I have found a lot of reference to standard rental terms related to car park spaces or single garages, and the like. Here are two references to a 'license agreement' and a 'rental agreement'.
