отсутствуют продавцы валюты

I don't understand the sense of the sentence. If there are no sellers, I can only assume there are only buyers, and if people are buying the currency its value should be increasing, not decreasing. So is there a specific type of seller that's lacking?

Also, as far as "много игроков пытались заработать на отскоке рубля и ушли в короткие позиции" goes, if people are expecting the ruble to rebound why would they enter a short position?

yip in everyday parlance, валюта (unless specified otherwise) still mostly means hard foreign currency, USD or EUR

do not chastice yourself these days forex waters are murkier than ever, and theories to rationalise all those exchange rates twitches are way too numerous
Michael Marcoux (asker) Dec 2, 2014:
валюта is often used to mean foreign currency anyways, isn't it...
Michael Marcoux (asker) Dec 2, 2014:
AH! For some reason it never occurred to me that they were shorting FOREIGN currencies. "I know they say 'умом Россию не понять' but this is too much for me to wrap my head around," I said, not realizing the problem was not with irrational market players but with a very basic understanding of the text. Thank you so much!
danya Dec 2, 2014:
v.i. those who shorted USD are not willing to sell it and/or stop their losses, which makes it even worse for them and everyone as it makes RUB go farther underwater
danya Dec 2, 2014:
elementary, my dear Watson! they shorted other currencies)

By "there" in my answer I am referring to Russia.

In Russia today there is hardly anyone selling foreign currency.
