From a transcript of a focus group session. Mexicans living in the United States. In general terms this is about health care. This part of the discussion seems to be about diabetics needing to eat when they need to eat, regardless of doctor appointments, focus groups, etc.

BTW, I know what "chinga" means so you don't have to translate that for me :-)

Couple of points to bear in mind here:
It looks like you probably have a bad transcription, so if you don't have the recording, you might never understand exactly what is meant.
Given that, the only way you can make any sense of this is by the general context.
The way I understand this phrase (or rather string of words, because it's not idiomatic, to my mind) is that basically the person is saying the other people (presumably the healthcare staff) are eating while they are waiting to be seen on an empty stomach. Mexicans can be quite creative when it comes to describing an empty stomach, and I get the feeling the whole sentence means something like "they're all fine and meanwhile my stomach is going crazy/jumping around watching them eat".

It seems to be benign expression of frustration at remaining hungry while everyone else is grabbing a bite from somewhere and bringing it back to venue where the focus group session is taking place.
