@Pınar I think you should've provided more context. This is about preventing corruption in government, so the more formal latitude is probably better than leeway.

Also, I don't think it helps to look at the word in isolation. It's not Entscheidungsspielräume but Einschränkungen der Entscheidungsspielräume.

Limit(s) on discretionary power could work because Entscheidungsspielräume is presumably the same as "Ermessensspielräume" in your document (yes, I found it).
