"ciudad escaparate vs ciudad plaza"

I'm translating an article on Barcelona's economy. It includes the phrase "ciudad escaparate vs ciudad plaza". Any suggestions on how to translate "ciudad plaza" into English (UK)? Here's another sentence using the same phrase for some more context:

"una ciudad escaparate, desarrollada, orientada y expuesta a las decisiones y acciones de quienes no viven en ella; o una ciudad plaza, capaz de generar una realidad social y económica basada en la proximidad, y enfocada a las necesidades y aspiraciones de las gentes que vivimos y trabajamos en ella."

A city on show vs a city of the people

The term 'a city on show' has been used in reference to Venice in the past and could perhaps work here too. 'A city of the people' suggests the people are active participants in the life of the city.
