I am not 100% confident about the true meaning of "Charter" here, becacuse as I understand in the context it means to me a Project that is expected to take 50 years to be completed, but it could also be the name of an organization.

The Fifty-Year Charter was declared by H. H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai on 6 January 2019, the day he completed 50 years of service to the nation.

Dubai Silk Road

setting up the first virtual commercial city
a central education file for every citizen
