A bit of a shot in the dark but I think what is meant is ‘ausgeschlichen.’
So the drug was tapered off and eventually discontinued or withdrawn.

I would just say tapered instead of tapered off as taper means to diminish. Abgesetzt already means that it was eventually stopped completely, so taper alone should be sufficient. See definition in web reference.
