Думается, что автор просто скомкал две мысли и неудачно выразился, а хотел выразить примерно следующее:
- ранее случалось, что доллар укреплялся, когда должен был слабеть ("вел себя как вел")
- сейчас доллар укрепляется, хотя должен слабеть ("ведет себя, как ведет")

Discussion
Although this has happened before and the dollar grew stronger and ***was*** behaving as it does now?
But then I don't get why "ведет себя так" is in the present. Could it be a mistake in the original?
