Open and public visit The visit itself is open and public, which is not sneaky at all.

But the Communist party would like to show that this visit is not right and appropriate. They know it is not appropriate and right. So they have to sneak into Taiwan. Therefore, I think the adoption of the term sneaky here is appropriate.
This is especially so if you consider 逃窜和流窜

another option is "mousey" The word "mousey" can better convey the sense of 窜, which means that she made the visit "stealthily" or "secretly" just like a mouse. provocative visit (外交部的官方翻译) 我国外交部的官方翻译是 provocative visit（带有挑衅性的访问），属意译。民间也有人建议译为furtive visit（不光明正大的访问），sneaky visit（鬼鬼祟祟的访问）,dirty visit （肮脏的访问）、dark visit（阴暗的访问）等等。

我觉得意思基本上表达了，但是好像有点笨拙。

“窜”本身并没有偷偷摸摸的意思，它主要有这几个意思：
1. （本义，会意字）躲藏
2. 奔走，乱跑。如：流窜
3. 跳，往上冲。如：上蹿下跳

所以这里应该取第2个义项，对应的英文是scurry。scurry 是不及物动词，作动词用就说scurry to Taiwan 就好了，“访”不用翻出来；如果需要名词的话就用其动名词形式scurrying。

“窜访”的字面意思给人的第一印象有点贬义，但也不是太不堪，更看不出“挑衅”的意思。至于官媒到底想表达什么深层含义就不得而知了。
