Explanation:
My guess is that this means that no extra charge is applicable (non applicable) for environmental tax paid by the supplier or for handling upon delivery. Why BL (bon de livraison) and not just livraison, I don't know (unless an obvious but inexact abbreviation is used for space reasons).

It's irrelevant here since there is no charge, but were there to be extra costs, it might be important: imagine I order a certain quantity of gas, then realize my finger slipped and I need to order that much again and order it. With one delivery there will be two bons de livraison. Would there be two sets of extra charges for handling and environment tax?

I don't know how your doc. is presented. If it's a standard form into which figures are injected, maybe '€/BL' is the default, with a blank space before for entering digits or, as here, 'NA'.
I thought of 'bouteille' too, but since they've had no issue with spelling it out previously .... Bon de livraison is almost twice as long in number of characters (including spaces).
All pretty much stabs in the twilight.

Asker: Thanks Bourth, I was guessing the €/BL stands for "euros/bouteille", although bouteille is used in full in item 2. Also, if NA = Not Applicable, then why would there be a reference to a price, I'd have thought NA on its own would be sufficient.

Asker: The customer replied that "BL presumably refers to bouteille" which sounds like they weren't sure themselves, but that's what I'll have to go with!
