My question is with respect to 'リ減', in the medical billing system, how would you translate this? I have found it on many sites in Japanese, but not in English. Thanks

I majored PT at a Japanese med school. I'm glad to propose an aswer related to my field.

Japanese medical bills are calculated by its point system. So even though it says "脳血管疾患等リハビリテーション料", "料" does not actually mean "料金” but more like "points".

リハビリ減算 draws a line in between rehab and long-term care. If a patient continues to rehab past 50 days from his "onset date", "surgery date", "acute exacerbation date", or "first diagnosed date" without setting a treatment goal, a medical service provider can charge only 90% of the point set for a medical item on the bill. Refer to the attached though in Japanese.

Such point subtraction does not indicate a reduced medical or rehab services. The concept of this point sysmem is structured and regulated from medical service providers' viewpoint.
