This is at the bottom of a diploma from Leiden University. This is what it states:

Lugduni Batavorum
duumviri delegati

And next to that is the date.

And further below that, the signatures of the President and Secretary.

It appears that the Dutch equivalent on the other side says the following: "te Leiden namens de commissie"

And thanks for your help. If you want full points next time, a little more research is required to show this term used in English in similar context, etc. A dictionary is one thing; examples of usage are another, and that is what merits the 4 points.
