Can I translate "svikter" in this sentence as "weaknesses/deficiencies" or should I stick with a more literal "fluctuations"?

Even though the text is a bit formal, I don't think it's formal enough to warranf fluctuation. The rest of the test is very comprehensive which is why I'd go with your original suggestion of weaknesses
