The part of the Royal Decree referred to says:
"1.3.1 El fabricante llevará un registro mecanizado de los certificados expedidos en soporte papel, o un registro informatizado en el caso de tarjetas ITV expedidas en soporte electrónico, que permita verificar su autenticidad.
El registro a que se refiere el párrafo anterior se ordenará por número del certificado de la tarjeta ITV y en él deberán figurar la fecha de expedición de la tarjeta, así como el número de identificación del vehículo (VIN), tipo y contraseña de homologación del vehículo."
So is it a typed/printed register?

I know my suggestion is kind of lengthy, but Based on the Royal Decree description, a registro mecanizado contains information specific to Spain that doesn't necessarily have an exact equivalent in other languages. However, "paper copy of the record of vehicle certification and inspection" may capture the meaning here because this document contains info about the ITV inspection and the certification/approval of the vehicle after production.
