"Urbanizable" may not be the most common way to express this (it gives 386 Google hits set to English pages only), but it works well coming so soon after "urban". If translating into Br. Eng. it should be -sable, of course.

Explanation:
A newish Pla Territorial qualifies land as urbanitzable when it can be built on. It's quite complicated and there is a lot of controversy about it as it means that almost any land that doesn't have a slope of (I can't remember how much) can be built on or urbanised. Lots of local plans are being drawn up to try and save unbuilt land from being urbanised. Hope this helps...
